Robert Lung, Assistant Director of Economic Development - Primary Industry
With over 9 years of economic development experience, Robert specializes in business retention and expansion, business attraction, retail enhancement, cluster development and strategic planning. Prior to joining the Sugar Land Economic Development team, Robert was Deputy Director of Economic Development for Merced County, California. He was a board member of California Central Valley Economic Development Corporation to help drive economic investment and revitalization of California. He was the Economic Development Specialist for the City of North Richland Hills, Texas and Director of Economic Development for the Greater Reedley Chamber of Commerce in Reedley, California.
Robert has a Bachelor's degree in Sociology with Criminal Justice with an emphasis on Law from Abilene Christian University and a Master's in Public Administration and Policy from California Lutheran University. He also has an Advanced Degree in Economic Development from the University of Oklahoma Economic Development Institute
Phil Wagner, Assistant Director of Economic Development - Public/Private Partnerships - Tourism - Cultural Arts
Phil served as a Management Analyst in Community Development for the City of Sugar Land for several years where he helped lead the annexation of the Riverpark neighborhood and worked with developers to provide the land and public infrastructure necessary for the construction of Constellation Field. Phil served as the Assistant Economic Development Director for the City of Dubuque, Iowa where he managed downtown redevelopment and riverfront revitalization efforts, as well as traditional business retention and expansion projects.
Phil returned to the City of Sugar Land as the City’s first Public/Private Partnerships Manager. His responsibility included leading the acquisition and redevelopment of the Central Unit, planning for a future hotel/conference center and the development of property surrounding the Smart Financial Centre, and assisting with the revitalization of the iconic Imperial refinery site and surrounding development. He also provided staff support to the Imperial Redevelopment District and Tax Increment Reinvestment Zone No. 1, 3, and 4.
As the Assistant Director of Economic Development, he is responsible for the oversight of the Cultural Arts and Visit Sugar Land programs. Phil has a Bachelor’s degree in Journalism and Political Science from Central Michigan University and a Master’s of Public Administration from the University of Kansas.
Donna Svatek, Compliance Manager
Donna has been with the City of Sugar Land since 1991, working previously in the Treasury Department. She has a Bachelor's degree in Computer Information Systems and Accounting from the University of Houston - Downtown.
Mary Seto, Executive Assistant
Mary started with the City of Sugar Land in 2006 and has worked in Accounting, Community Development and Community and Environmental Services. She joined the Office of Economic Development in 2014 and serves on numerous City committees. She attended Houston Community College and San Jacinto College.
Christine Bryant, Business Retention Manager
Christine joined the City of Sugar Land in 2015. She has a Bachelor's degree in Communication and Post-graduate study in Mass Communications from Missouri State University.
