The Imperial Historic District is a cornerstone of Sugar Land’s history—home to the former Imperial Sugar refinery and its iconic 100-year-old Char House. In June 2025, the City acquired the 40-acre property for the first time in its history—an investment of up to $50 million approved by City Council earlier this year. Public ownership removes barriers that have stalled redevelopment for more than two decades, allowing the City to preserve its namesake while charting a clear path forward.
Current efforts are focused on stabilization and preservation of historic structures, including mothballing the Char House, improving infrastructure, and securing the site.
Next, the City will launch community engagement efforts to gather input that will guide priorities and ensure redevelopment reflects shared values. By early 2026, the City anticipates selecting a master development partner through a public-private partnership to deliver a vibrant, mixed-use destination that honors Sugar Land’s legacy while shaping its future.
