City of Sugar Land Expands Life Sciences Sector with New Pharmaceutical Facility

SUGAR LAND, Texas (July 8, 2026) – The City of Sugar Land has approved a $1.3 million performance-based incentive, funded through the Sugar Land Development Corporation's (SLDC) 4A sales tax program, to support the expansion of DeliverIt Group, a Sugar Land-based specialty pharmacy and healthcare provider.

As part of its growth strategy, DeliverIt Group plans to invest nearly $11.9 million in the development of a 60,000-square-foot FDA-registered, cGMP-compliant 503B outsourcing facility in the Sugar Land Business Park. The project will create 55 new jobs and expand the company's capabilities from specialty pharmacy and infusion services into advanced pharmaceutical manufacturing, reinforcing Sugar Land's position as a hub for life sciences and healthcare innovation.

The incentive, provided through the Sugar Land Office of Economic Development & Tourism, will be distributed over a 10-year period and is tied to performance milestones related to job creation and capital investment. The agreement supports the establishment of a highly specialized 503B outsourcing facility, a designation held by only a limited number of manufacturers nationwide. The project will expand pharmaceutical manufacturing capacity in Sugar Land while advancing the City’s long-term strategy to attract life sciences and healthcare innovation investment.

"The addition of a pharmaceutical manufacturing operation of this caliber reflects the type of targeted growth we want to see in Sugar Land," said Jennifer Alexander, Business Development Manager. "Our focus on smart, strategic investment means supporting life sciences innovators in ways that maximize existing assets while driving long-term community prosperity.”

Headquartered in Sugar Land since 2010, the family-owned company provides specialty pharmacy, infusion therapy and advanced clinical care services throughout the Greater Houston region. Its patient-centered model combines customized medication solutions with in-clinic and home-based treatment programs, positioning the company as an important contributor to the region's healthcare and life sciences ecosystem.

The company administers specialized infusion therapies for patients with chronic and complex conditions, including autoimmune disorders, neurological diseases, and infectious illnesses. Through dedicated infusion suites and in-home care supported by clinical staff, the company provides patient-centered treatment that expands access to care beyond traditional hospital settings. In addition to its infusion and specialty pharmacy services, the company is establishing a pharmaceutical manufacturing operation that will support hospitals, clinics and physician practices throughout the region.

“Sugar Land has been DeliverIt’s home since 2010, and the City’s support of this project represents the first chapter in what we hope to be a long and fruitful partnership,” said Dr. Ehab M. Zuhair Abughazaleh, President and CEO of DeliverIt Group. “We are grateful to the Mayor, City Council and the Sugar Land Development Corporation for recognizing what a state-of-the-art 503B sterile manufacturing facility can mean for our community—skilled local jobs, expanded patient access to critical medications and a stronger advanced-manufacturing base right here in Fort Bend County. We are proud to plant deeper roots in the city where we started.”

As healthcare innovation accelerates in Sugar Land, the City remains committed to attracting and supporting forward-thinking companies that drive specialized job creation and contribute to a more resilient economy.
