Office Readiness Program

The City of Sugar Land’s Office Readiness Program is a performance-based incentive initiative designed to modernize and activate the City’s key office corridors. In response to shifting market conditions and rising tenant expectations, the program supports strategic reinvestment in high-quality office space to strengthen long-term economic competitiveness, attract targeted industries, and retain top talent.

Through compliance-based reimbursements of up to 50% of eligible improvements, Sugar Land partners with both property owners and office tenants to upgrade underperforming assets, encourage occupancy, and relocate office users into true office environments, while preserving industrial land for advanced manufacturing, life sciences, and logistics.

Inventive Structure 

  • Up to 50% reimbursement of eligible office improvements
  • 5–10 year performance agreements
  • Annual reporting of jobs and capital investment
  • Incentives are compliance-based and include clawbacks for non-performance. 

Eligibility Pathways

Property Owner Path

  • Requirements include:
  • Minimum Investment: $2,000,000
  • Must maintain baseline occupancy and jobs
  • Annual tenant/job reporting
  • Must attract targeted industry tenants with a minimum 5-year lease

Tenant Path

  • Requirements include:
  • Minimum Investment: $750,000
  • Minimum 5-year lease
  • Must be a targeted industry tenant or a regional/national headquarters
  • Job creation or retention requirements:
    • Life Sciences: 10 jobs in a single year
    • Other industries: 50 jobs within 5 years
