Devon Rodriguez
Director
Devon Rodriguez is the City of Sugar Land’s Director of Redevelopment, leading the City’s strategy to guide its next era of growth. With Sugar Land nearing buildout, Devon is actively advancing the City’s redevelopment and reinvestment efforts to ensure remaining opportunity sites and aging commercial areas are positioned for highest-and-best-use development that supports long-term fiscal sustainability and preserves Sugar Land’s exceptional quality of life.
She leads the teams responsible for the City’s comprehensive redevelopment priorities—fostering a strong commercial and residential reinvestment environment, aligning policies and incentives to enable strategic redevelopment, shaping a forward-looking housing strategy, preparing major redevelopment areas such as the Imperial Historic District and Lake Pointe Redevelopment District, and cultivating strong relationships with innovative developers and the community. Devon also oversees the City’s efforts to communicate the value of redevelopment and build community support for strategic growth.
With more than 15 years of economic development experience in California and Texas, Devon brings deep expertise in public-private partnerships, complex redevelopment projects, and long-range community planning. She holds a Bachelor’s degree in Community and Regional Development from the University of California, Davis.
In 2025, Devon was named a finalist for Economic Developer of the Year at the Texas REDnews’ Commercial Real Estate Awards and was recognized among Houston Business Journal’s “Women Who Mean Business” for her leadership and impact in redevelopment.

Jessica Huble
Assistant Director
Jessica Huble is the Assistant Director of Sugar Land’s Department of Redevelopment and has served the City since 2017. Jessica oversees major community and economic development initiatives, including the City’s three priority redevelopment projects: Imperial Historic District, Lake Pointe, and Sugar Land Town Square.
She manages the teams responsible for the City’s residential, commercial, and community reimbursement programs, which encourage reinvestment and quality redevelopment across Sugar Land. In addition, she supports the City’s broader community and economic development goals by leveraging established relationships with private-sector partners to advance future opportunity sites. Ruth Lohmer
Redevelopment Planning Manager
Ruth Lohmer, AICP, is Planning Manager in the Department of Redevelopment. In this role, she leads Sugar Land’s long-range policy and planning efforts, including oversight of the City’s Comprehensive Plan, updates to City master plans, demographic tracking and analysis, neighborhood planning, and updates to development policies and codes. In her nearly 20-year urban planning career, Ruth has managed both development and long-range planning. Ruth holds a Bachelor of Arts in Political Science and Master of Urban Planning from Texas A&M University, and has been designated a certified planner by the American Planning Association since 2007.

Senior Community Development Coordinator
As Community Development Program Strategist, Jon is responsible for designing and implementing community development related programs focused on achieving the City's redevelopment and reinvestment goals. Jon holds a Bachelor's degree in Economics and a Master's degree in Public Service & Administration from Texas A&M University.

Emily Pollard
Communications Manager
Emily Pollard serves as Communications Manager for the City of Sugar Land’s Department of Redevelopment, where she leads strategic communications, marketing, and public relations efforts that advance the City’s redevelopment priorities. She drives comprehensive campaigns that inform and engage residents, stakeholders, and external audiences on redevelopment initiatives, investment opportunities, and long-term planning efforts.
Emily develops and executes integrated communication strategies that translate complex redevelopment programs into clear, accessible messaging across digital, print, media, and community engagement channels. Her work supports community understanding, builds public trust, and elevates awareness of redevelopment initiatives that shape Sugar Land’s future.
She collaborates closely with internal teams, elected officials, and external partners to deliver consistent, transparent communications that strengthen stakeholder alignment and support successful project outcomes.

Ana Rodriguez
Community Development Coordinator
As Community Development Coordinator, Ana is responsible for supporting the Assistant Director of the Department of Redevelopment in projects related to long-term development, redevelopment and reinvestment, and public and private partnerships. Additionally, Ana assists in the City’s Tax Increment Reinvestment Zones, Imperial Redevelopment District and Asset Management program for City-owned destination venues. Ana holds a Bachelor's Degree in Management with a Concentration in International Business from the University of Texas at San Antonio.
